【Job Overview】
The Local Procurement Manager – Taiwan is responsible for ensuring timely and compliant procurement support for site operations in Taiwan, covering material planning , direct and indirect procurement categories. This role acts as the key interface between Global Procurement (Switzerland) and local manufacturing sites, ensuring that global sourcing strategies are effectively executed while meeting local operational demands.
【Main Responsibilities】
1. Direct categories local procurement lead
a. Market and prospective supply base monitoring
i. Develop a knowledge base on the relevant direct materials and primary packaging local markets.
ii. Track key indicators and market metrics on the Taiwanese market. Identify new trends and potential external risks and opportunities.
iii. Scout for market disruptive events such as new entrants, alternative technologies, regulation changes, etc….
b. Local supplier's relationship management
i. Build and maintain relationships with local suppliers and act as the 1st escalation contact regarding deliveries, quality or commercial issues.
ii. Negotiate and proactively renew Site Level Agreements to align supply expectations, key performance metrics, and regular performance reviews
iii. Lead local supplier evaluation processes.
c. Support and contribute to strategies
i. Join Global category teams in the development of direct category sourcing strategies.
ii. Communicate local demand, capacity constraints, and operational risks to Global Procurement in a timely manner
iii. Support the implementation of such strategies locally, including the qualification of new suppliers or commercial negotiations.
iv. Contribute to the category strategies with cost reduction, cost avoidance and working capital improvement ideas. Deliver local site-specific savings targets.
2. Local procurement representative
a. Coach and manage the Indirect Local Procurement team leader
i. Coach and manage the Indirect Local Procurement team leader
ii. Manage HR related management processes for the team
iii. Ensure appropriate prioritization of the work and tasks
b. Cross-Functional Collaboration
i. Act as the primary procurement liaison between Taiwan sites and Global Procurement
ii. Work closely with Manufacturing, Planning, Quality, Engineering, and Supply Chain teams to align procurement activities with site needs.
iii. Collaborate closely with internal departments (Engineering, Facilities, HR, IT) to define requirements and deliver value-added procurement solutions.
c. Ensure flawless supply and compliance
i. Ensure accuracy and integrity of Procurement data in SAP
ii. Monitor and report on key procurement KPIs. Work with the Procurement Excellence to improve reporting quality.
iii. Be the Procurement policies, work instructions and guidelines champion on site
iv. Support local site internal and external audits for Procurement.
d. Systems & Tools
i. Collaborate with other local procurement teams and Procurement Excellence to design and improve existing tools and processes.
ii. Act as the local resources for procurement related data input/output.
iii. Support digital transformation and adoption of advanced procurement technologies. Help coordinate the centralization of tactical procurement tasks to Procurement Services
【Required Skills & Qualifications】
- Bachelor’s degree in supply chain management, Business Administration, Engineering, or related field.
- At least +5 years of experience in procurement, preferably in a manufacturing environment.
- Minimum +3 years in a leadership role with proven experience managing teams.
- Strong hands-on knowledge of Supply Chain principles and MRP/ERP systems, inventory control principles and MRO/CAPEX/Services.
- Proven ability in supplier management and KPI monitoring (OTIF, NCMR, quality metrics).
- Experience working in a matrix organization with global and regional responsibilities.
- Strong analytical, problem-solving, and communication skills.
- Proficiency in English and Mandarin; TOEIC 800+ is a plus.
- Strong coordination and communication skills across regions and functions.
- Ability to manage operational priorities while aligning with global strategies.
- Proficient in ERP systems (e.g., SAP, Oracle) and Microsoft Office tools.
